Legal Question in Credit and Debt Law in Pennsylvania

My question is a little complicated, but here goes...

I had Student loans they went delinquent.... I came to an agreement without re-working the loans...PHEAA at the time combined them and was using one reference number. They provided me a letter saying just how much I owed.....In 2006 I finished paying the loan, I received a Payoff letter from The Assistant Vice President of Default Collections in July of 2006 saying.

"Upon receipt of your most recent payment, you account was considered Satisfied. Thank you for meeting your contractual obligation to the Commonwealth of Pennsylvania."

In around October 2007 I receive a letter from the Department of Education saying I owe the entire amount again (some 11,000.00). I sent them the payoff letter, but they say there is a mistake and I still owe all this money, and they want to garnish my wages, and have already held last years income tax return. An now they want penalties and interest for the time I stopped paying 2006.

Is there anything I can do? I have a payoff letter, I believe PHEAA or AES which is now known by made the mistake...This loan is Paid.

You should be able to recreate the payments you made. Do you have cancelled checks? Computer records of the payments?
