civil suit fudgement

I had a civil suit for a motor vehicle accident filed against me in 1992. Total was approx. 900.00 Now creditor attorney wants over 4,000 dollars to satisfy judgement before he signs paper to have my drivers license restored. Can he do this without asking for interest in original judgement when it wasn't ordered by court. If so, will bankruptcy help me?

1. If judgment in PA, interest accrues at 6% per year from date of judgment

2. If judgment was for $900 interest = $54/year X 17 years = $918 + 900 judgment = $1818 + court costs (probably about $50 - $150).

3. If atty is asking for $4K ask him/her how it is calculated.

4. If you're going to pay make sure in advance you get a letter from the atty stating upon receipt of $XXX he/she will file the necessary documents to "satisfy" the judgment & notify Penndot that judgment satisfied, & will provide you with copies.
