there is a 19 year old friend of my daughters that has her permit. she was driving this guys car he is the one with the license who is responsible for the damages we live in Pa

Ordinarily, the insurance on the car would cover liability for any accident provided that your daughter was a "permissive user" of the vehicle. Whether she was a permissive user may be an issue unless there was a 21 year old in the car with her. A 19 year old non-relative is not legally qualified to supervise your daughter's driving while under a permit. Submit the claim to the BF's insurance. Answer all questions truthfully and see if the insurance carrier raises the issue.
