Ordinarily, the insurance on the car would cover liability for any accident provided that your daughter was a "permissive user" of the vehicle. Whether she was a permissive user may be an issue unless there was a 21 year old in the car with her. A 19 year old non-relative is not legally qualified to supervise your daughter's driving while under a permit. Submit the claim to the BF's insurance. Answer all questions truthfully and see if the insurance carrier raises the issue.
