Legal Question in Traffic Law in South Carolina

Hit and Run chase
I was rearended very hard hit. I pulled off the road and then noticed that the car that struck me had pulled away very quickly. I persued and they went through a parking lot to avoid red light. I caught up and pined her car my front bumber pushing in driver door all while I was on phone with 911. I was advised by the police that I could not legaly use my vehicle to stop her. They said I could use my person but nothing else. I advised them that I was useing the appropriate force to initiate a citizens arrest for hit and run. They would not arrest and held me accountable for the second vehicle contact as an accident me at fault. What should I do.
