Stroke Victims and Credit debt

My Father had a massive stroke and will be bed-ridden for the rest of his life (and thus unable to work). Is he still responsible for credit debt, or is there a way for this to be forgiven?

The only way I can think of is to file bankruptcy on his behalf; but to do so would require either someone to be his appointed attorney-in-fact pursuant to a valid power of attorney, or for someone to be his court-appointed conservator IF he is incompetent. It can be done but someone has to be able to act for him.
