Step Parent Adoption Process

If the biological is 6 months past due in child support payments, been incarcerated for over a year and has not had any contact with the child for over three years, do you still have to file the affidavit for publication and have it run the 4 week term to terminate the parental rights?

You do not need to get service through publication; you can serve him at the correctional facility he is incarcerated in.
