Visitation for a child

My sister-in-law passed away 4 years ago leaving behind a little gir who is now 7. My sister-in-law and her husband were in the process of a divorce and she lived with her parents. When my sister-in-law died her husband took the child and will not let us see her or talk to her unless he decides. It has been almost a year since the last time we saw or spoke to her. Is there anyway the grandparents could get some rights to her? Please help!!
