Custody Texas Can't afford lawyer

I am writing on behalf of my brother. My brother lives in Arizona. His wife was given primary custody of his children when they divorced years ago. He has custody during the summer months when they are not in school. However, last February, the children were sent to him in Arizona because she was in an abusive situation with the man she was living with. She is the one that put the children on the plane and signed paperwork for them to be able to go to school in Arizona. My brother does not have a large income. He recentely was discharged from the NAVY. Most of what he makes goes to her for child support. He is even living with my sister because it is the only way he can afford to take care of the children while they are living with him because the Ex-wife continues to get all of the money. Meanwhile, she has been on drugs and and in and out of rehab. He filed in court in Arizona and she was to appear last week. She sent a letter to the judge saying she couldn't, he let her appear electronically. Meanwhile, she filed against him in Texas (because he won't send the kids back) and now he has to appear on Monday. He can't afford a lawyer. He has no money. (I mean nothing). What can he do????? No legal aide (he tried this route

I never like being the one to say this -- but if he can't afford a lawyer, then he will have to give the kids back. Sorry.
