Where Do I file small claims unpaid labor case?

I�ve filled a claim against an exemployer for unpaid labor in small claims court Precinct 1 in Harris County. I received a certified letter stating that since I signed a contract to do an arbitration that I had to come to San Antonio TX and fill there and have court there. I�ve never lived in San Antonio or worked there. The office was in Houston TX where I reside. Where do I file and what do I need to do? I was told that I had to file a claim where the office I worked was and that�s in Houston TX. My court date is set for 2/24/2009.

Have you tried the Texas Workforce Commission..where one files for unemployment??they can force employers to pay
