DUI suspension in one state, licensed in another

How many licenses can one person have? If a license is suspened for DUI in Florida and a new license is obtained in Virginia before the conviction, is the VA license legal and in good standing? Is this person breaking the law?

If the person failed to report the suspended Florida license on his or her application for a Virginia driver's license, then the latter license would've been obtained fraudulently and therefore would be subject to immediate suspension and likely revocation.
