Legal Question in Family Law in Virginia

I am working with the state department, i have a three years assignment in romania, the government moved my whole family, paid education expenses of $28,000 per child, moving expenses my husband mentioned he will be moving back to the states with my four children, can he do this without my consent since we all moved to Romania paid by the government and all my children are here studying He also have a history of drinking and taking depression medications at the same time with outrage from times to time.
I would like to be keep my children here until end of assignements since I don't trust him to be alone with them too long due to drinking and mixing his depression medications really alters his moods towards my children and me.

In the absence of a valid court order prohibiting such a move on the part of your husband, I see nothing that could prevent it.
