What is the best method to have child returned home after completing all recomendations?

If the Commonwealth through its Department of Social Services took custody of the child, then the parent(s)or legal caretaker must have been charged either with abuse and/or neglect of the child.
Under these circumstances the parent(s)(or caretaker) so-charged should be represented by an attorney, and the court in charge of the case
will normally appoint one if the parent(s) cannot afford to hire legal counsel. The attorney who represents the parent(s) or legal guardian
will be in the best position to answer the question that you have posed.
Note: If more than one parent(or caretaker) has been charged, each should have his/her own attorney.
