ex stepfather visitation rights

My fiance's ex husband told her that he can legally make her give him visitation rights to her two children ( by her first Husband)is this true?

Yes that is true normally if he is the biological father. That fact was unclear from your question. If he isn't the biological father then I would say no he doesn't have legal standing to make such a request.

For a person to get visitation rights to children not their own is very unusual. It usually applies to people who are not parents but who have raised the children and have significant relationships to them. The therory is that the relationship with that person and the child is in the child's best interests.

If that applies to your fiance's ex-husband about his relationship to children of her previous relationship, he may be right.
