Legal Question in Civil Litigation in Virginia

Hi I want to know how to file a civil suite against a car dealer. I purchase a car from this dealer, but I still owed some of the down payment. I was making payments to the loan company. After a few months had past he resold the car I was making payments on, I didn't give him the rest of the down payment. Fine, I told him I would get another car. I purchased another car and traded in the car I was driving. He said he would pay off the first car that he resold, it never happened. Neither was the traded car paid off, getting phone calls from the finance companies about the car payments being late. I would have to call them each month to make the payments or they would be late. This was over a four month period, the owner closed up the car dealership and took off with all the cars. He hasn't paid off either car, so how do I fix this delima?

It would appear that you'll first have to locate and obtain a

verifiable address for this car dealer absconder before any action

can be taken against him for what he may owe you.
