Legal Question in Immigration Law in Virginia

I was born in canada to an american mother. my mother failed to register my birth with an american counsulate when i was born. i understand im practically guaranteed citizenship if i can prove it. only thing is, my mother is refusing to help me get any of the documents i need. (her birth certificate, proof of residency and marriage certificate to my father). i have a canadian birth certificate, a social security number, graduated from public school in the u.s. and have been paying taxes for the past 15 years. so what can i do to get legal citizenship?? or at least establish residency?
