Legal Question in Employment Law in Virginia

Is it legal for a company in Virginia to make on call mandatory without compensation for the hours you are on call unless you get called in (i.e only getting paid for those hours actually worked) if they are requiring you to carry a company pager and being within 30 minutes of the office without any type of compensation?
