Legal Question in Employment Law in Virginia

Can my teenage son be responsible for a cash shortage at his job.

My 17 year old son works for a fast food restaurant. His cash drawer came up $7.00 short. His manager told him that he was responsible to pay back any amount over $4.99. He reluctantly gave them the difference. I asked the manager for a letter explaining their policy of shortages. She send me a note that reiterated what she had told my son. Is this legal? P.S. there was more that one person on the register that night.

As long as the policy is applied across the board to each employee who's assigned responsibility for a cash register on any given shift(even though others may have access to it), I don't see a problem with it and believe it's a fairly common practice in retail stores.
