School nurse administering medication

My son was recently given eye drops during school hours without parental notification. The emergency card was signed but this was not an emergency, the nurse admitted she ''diagnosed'' it as allergies and administered the visine drops as the ''cure''. Can medication be administered in non-emergency situations without parental notification?

So, eye drops were administered by the school nurse during school hours and without proper parental notification(or so you allege). If true, what possible harm could've come to your son as a result of this allegedly

unauthorized act?

After all, you're talking about the administering of Visine eye drops and not an appendectomy.
