Legal Question in Administrative Law in Washington

had adminitstrative hearing that was continued for 3 weeks about daycare overpayment. at hearing she produced 0 evidenceand was continued. at hearing asked questions to dshs attorney and he said they have no receipts .asked ex who she paided daycare to she said sister in cash no recipts. then dshs attorney said he found something about copay for daycare. she has been getting 347 support plus 500 for daycare for 4 years to dshs and from there directly to her. i no she got grant/ check for school and books.any way to check if she got grant for daycare pretty sure she was double dipping. i am to pay 67% daycare and she is 33%. any way to get documention or see who gets grants and witch ones. any help appreciated. washington state question
