paternity impossible, however , retirement being taken for child support

I am writing on behalf of my brother. Recently that state of washington, his monthly retirement checks have been attacked because the state of washington(seatle) claims that a woman has named him as the father of her child. However, he has proof that he lived in the phillipines during the time of conception, pregnancy and the first two years of the childs life. They told him that there was nothing that could be done and are still taking his money. what suggestions do you have for him.
