Yes, in WI, it is a crime for any person under the age of 18 to have consensual sexual contact with anyone, including another minor. When that occurs, it is common for both minors to be charged with sexual assault. Certainly, a 20 year old doing this would face at least misdemeanor charges, with potential jail of up to nine months per incident, or felony charges with up to decades in prison if the other participant is under 16. If this has been going on, it is critical that you consult with an experienced criminal lawyer immediately, before disclosing these facts o any other counselors, since all counselors other than licensed attorneys will have a mandatory obligation to report such crimes to the police. My answer here does not make me your lawyer, so you need to consult one of your own before acting upon this.
