Grandparent's Rights in Wisconsin

My niece is having problems with the grandparents of her little boy They have decided they would be better parents and want the boy themselves, even though the father has never wanted anything to do with him. Without my niece's knowledge or consent on one of the boy's visits he was taken to a hospital for a paternity test. The grandparent's have now taken to calling social services frequently trying to make my niece out to be an unfit mother. The boy doesn't have enought toys, he had a hole in his sock and anything possible. Basically, the grandparents have $$$$ and have made it clear they intend to get the boy. My neice does not have $$$$ and is afraid of loosing her son.

What rights do the grandparents have? Can she block them from seeing the boy? Also, any suggestions are welcome.

Grandparents rights are recognized in WI, but

are general inferior to those of a biological

parent, unless the biological parents are unfit.

The threats are therefore credible. The best bet is

always for the parties to work something voluntary

out, since the outcome in court is always uncertain.
