in a hotel, can pay increases only be given to one department like the front desk employees and not to any housekeepers without completing performance evaluations.

Yes. Unless there is discrimination based on race, gender, etc. there is no legal requirement that employees be paid equally or fairly. An employer cannot pay a Hispanic man more than a Black woman for the same job with the same experience, but if he is a desk clerk and she is a housekeeper the employer is free to pay each whatever it takes to hire and retain each employee.
