HR reporting - employee VS Management

I am the HR Director for a company of 50 or so employees. Most if not all of the employees trust me and come to me when they have problems or issues with Superviors, co-workers etc. Most of the time it is just to have someone to talk to, they know what is said in my office stays in my office unless they want to file a formal complaint. Today the CEO directed me that anyone that came into my office I was to immediatly go to him and tell him everything they said, when I questioned him on this stating that most of the time they just needed someone to talk to, he said that was the rules and if I didn't agree or like them I could find another job. Could you tell me if this is legal and if it is, where can I direct my employees to go with there concerns. If it is not legal where can I turn for advice. I am in California

Of course it is 'legal'. Unwise, but legal. You now need to clearly tell employees of that policy before they spill their guts to you, and direct them to outside counseling, priest, etc if they really want it. You could prepare a memo to publish with that info as an update to company policy, but should ask the CEO first.
