If someone accidentally slips in front of a store (due to slippery concrete caused by the weather) and breaks a window, is the person at fault and required to pay for damages?

The simple answer is yes unless the store was responsible for keeping the sidewalk safe.

If the person truly is not negligent for slipping and not negligent for hitting the window [those are two separate acts], then there probably would be no liability for the damage to the window. But it would be very difficult to prove that the person is not at fault for one of the acts. Even if you are slipping on the sidewalk through no fault of your own, it would not be anticipated that you would hit the window with sufficent force to damage it.
