My Brother died 9/1/11, he has had his daughter now 14 since she was born, my niece now resides with me, her mother states she will give me all rights to her, we have a notarized letter stating such (for school, medical, hosptials etc reasons) do i need a lawyer or can i do the self packet myself and turn into court

You need to be appointed Guardian by the Court. It is up to you if you want to try to do it. yourself.
