Legal Question in Construction Law in Georgia

Construction Liens

Our company contracts with cities/municipalities primarily in GA, FL, TN, NC, & SC. If our contract is silent regarding the lien process, can we file construction/mechanics lien against the ''owner''? Can we place a lien on public property owned by a municipality? Most, if not all projects have performance and payment bonds for the entire dollar amount of the project.

Does this process vary by state and/or local jurisdiction? Is there any particular internet site I could find this info for each state and/or local jurisdiction?
