Legal Question in Consumer Law in Georgia

i had a contract with a mechanic to fix my pickup over a weekend. it is now 5 weeks. he was supposed to put an engine in my truck for 300.00 and a home speaker system. i went there and the engine was in but nothing else finished on the engine. i wqs told to pick it up friday and it was still not finished. i called the police and he said it will be done today but will not return my calls to pick it up. he wil not give me my truck or call me back. what do i need to do if he is preventing me from getting my truck?
