Legal Question in Landlord & Tenant Law in Illinois

I have a question concerning Illinois law regarding disruptive customers. Specifically, I live in a retirement community with a central Homeowners Association office. Several times, residents have barged into the office and screamed at the HOA staff members because they were unhappy about something the HOA did or didn't do for them. Our HOA responded by posting a sign saying that verbally or physically disruptive residents would be barred from the office. One of the disgruntled residents claims that this is illegal; that he is within his rights legally to scream at the staff. I'm wondering -- who is right?

People question the status of civility today; many feel it is on a decline. Unfortunately verbal assault is not easily proven, and police involvement is generally problematic, especially if it is a one on one. However, it is not right. Period. If this is a growing concern, however, the Board should consider an appropriate rule to protect staff. Fines could be imposed, and while the alleged abuser could be cited with a violation with a due process hearing procedure for it. It may help to be a deterrent. I suggest the Board consult an HOA attorney to help with this.
