Legal Question in Family Law in Massachusetts

My sister in law has a 2.5 year old. His father has court ordered visitation that is supervised by his parents. She knows for a fact that the father rarely if ever shows up. But every time she fights it in court his parents swear he is there for visitation. In addition they always give him dairy to eat which he is very allergic to and gives him horrible diarrhea. She wants to stop having him go to visitation, but can't figure out how to proceed within the legal system and prove it's harming him and the father isn't actually there anyways. Help.
