Legal Question in Civil Litigation in New York

I won a money judgement from small claims court and cannot collect because the person has/owns nothing of value, (All other executions came back negitive(Bank account and motor vehicle) and she doesnt make enough money to do an income execution) is there a way to garnish this persons income tax return? If so how and where can i do this?

The only thing I saw that close to what i was looking for was a writ of garnishment form from michigan, and i was told by my local district court that no one has ever herd of this.
