Time Clocks

I work in a fast food restaurant and my manager has posted a sign up stating that only managment personel are allowed to clock the employees into work and out of work as well as for the 30 min breaks we all recieve. Is this legal and is it legal for them to adjust the times in the office computer from the times that appear on the clock in reciepts that are printed upon clocking in and out for shifts?

It's legal to have procedures, it is illegal to change the times to reflect inaccurate data.
