guardianship of a minor

I have a friends who needs to apply for guardianship of her sisters kids, but she does not have the money to do so. How does she file for a waiver or deferral of the fees?

Ask her to contact the local juvenile court and see if they can put her in touch with a Parental Defense Attorny.
