Car in shop past quoted time, already paid in full

We put our car in this guy's shop, so that he could rebuild an engine and he quoted that it would be finished within 2 weeks. It has now been 2 months and we have already paid in full for the parts and labor. We have gone and talked to him several times to find out the status and ask what was taking so long. The man continues to make excuses and putting it off. We have spent about $8000.00+ for parts and labor and feel he is not doing what he quoted. We have gotten 2nd opinions on the length of time it should take and they are all saying it should not take this long. I am concerned now that he has perhaps spent the money we gave him and he does not have money to get the job done as promised. His excuses usually are that he has to order another part or he's waiting for the part to be delivered. We have checked on the part ourselves and the parts have been available. At this point we feel he is not being legite and we need the car back finished. What are our rights legally?

You have the right to lose your investment [it sounds like that is already done]. You have the right to sue for recovery of the money paid and return of the unrepaired vehicle. You have the right to file a complaint with CA BAR and with Consumer Affairs. Do so.
