my dog ran of her leash into the street the car hit her and never stoped there were people waving for them to stop person ran a stop sign even what can i do i cant pay the vet bill can i get help from them

Why should someone pay your bills for an incident they didn't cause by intent or negligence? That assumes they couldn't have stopped had they wanted to, which will be their version of the story. Sure, it wasn't 'nice' they left without saying they feel 'sorry'. The law applicable to them is to stop and report an incident that causes more than $500 damage. They could get in trouble for not doing so, but that doesn't mean they are liable or responsible to pay you, whether they stopped or not. Theoretically, they could sue you for any damage to their car, since your dog caused it.
