Employer broke promotion promise

After I was in the same job for three years with excellent reviews but no promotions, a position became open over me. My supervisor gave it to someone else but promised to consider promoting me if another position came open. But then he CREATED a higher-level position to hire someone else for, without considering me or anyone else on staff for it -- or posting it, as is the company's policy. Many of the duties of that new position are ones I previously did as part of my job, so there's no question that I could have done it, but the new position has higher status in the company. (I don't know if it pays better.)

I no longer want to work for this company at all, but do I have the possibility of collecting monetary damages when I resign?
