Legal Question in Employment Law in California

The published pay day is the 5th and 20th. The manager says he doesn't have to distribute checks until five days after (10th and 25th). True?

For non-exempt employees, wages earned between the 1st and 15th of the month, must be paid between the 16th and the 26th of that month. Wages earned between the 16 and the end of the month, must be paid between the 1st and 10th of the following month. There is a 10 day window for the employer to pay its employees. The employer can affix payment anytime within that window without penalty.
