Can a car with a valid handicapped placard be towed?

My mother was picking me up at a hospital where I had just undergone some surgery that day. She parked on the street in a spot designated for handicapped. Behind her car were roughly 6 or 7 other metered parking spots. Between the last metered spot and my mothers car was a sign saying it was a towaway zone after a certain time period. That sign was a good 6 feet to the rear of my mothers car thus she never noticed it when she exited the car and there were no additional like signs ahead of it that would have been more visable. They towed the car giving the said sign for a reason. I always thought that a valid handicapped placard gave the said driver some additional right and time extentions for these situations. My mother thought that handicapped drivers aren't towed altogether. Who Is Right?

I�m afraid mom�s car was properly towed. There are basically two things she can do freely besides using handicap spaces. First, she does not have to put money in parking meters. Second, she is not subject to the time limits in a green zone which limits the amount of time the car can be there.
