Legal Question in Personal Injury in Florida

Yesterday at about 7am my father was cycling just as he does every morning and he was struck by a car. The car fled. All my father rememeber is that color, make , and model of the vehicle. His halmet is completely broken and he has a broken arm. I just can't believe someone could get away with that. Now who would be responsible for medial bills? My father's private medical insurance?

Your father's car insurance would cover his medical bills first, then his health insurance, regardless of whether the driver stopped or not. If your father had uninsured or underinsurded coverage on his car policy, then he could make a claim under this portion of his policy for pain and suffering and other damages.
