Only if there is an exigent circumstance, such as they have good reason to believe someone inside may be in trouble, injured, in danger, etc., or there is a gas leak, smoke, decomposition smell, etc. If two people inside are actively engaged in a fight, yes, I think that qualifies. One of them could certainly be in danger, hurt, etc., if they are fighting inside.

By the way, the cops' right to enter in those circumstances is not related to the landlord's having a key. if the police come to your door and hear fighting going on inside (yelling, screaming, things breaking, someone yelling for help, etc.), they could break the door down in that instance. Having the landlord use his or her key just saves the property from being damaged.
