Not sure what area of law to choose. Can my neighborhood HOA place a lien on my home for being only 20 days late on my HOA dues (I'm an owner, not a renter)?

Yes. The owner of the unit owes the HOA dues, not the tenant. They can place a lien on your property for failing to pay. They must remove the lien after you pay, so all you have to do is pay what you owe and demand removal of the lien. They are also entitled to charge you the costs of collection (including attorney's fees) and the costs of filing and removing the lien.
