Is it illegal for an individual to falsify their identity and call someone's employer trying to obtain information about they're employment?

Probably yes, but I am not sure what the actual charges may be. Perhaps, you should call the police and file a report (non-emergency number, not 911). Unfortunately, I doubt if they would launch much of an investigation. If this was conducted by a credit collection agency you may want to contact the Attorney General's office.
