Legal Question in Sexual Harassment in New Jersey

my 14 yr old is being charged with sexual harassment

he has been accused of touching another minor inappropriately and using the internet to ask sexual questions and make demands to see private body parts. If covicted will he have to register as a sex offender?

This is currently a question being debated by legal authorities. I believe most prosecutors and judges believe these facts do not warrant that type of treatment but some feel (or try to do) otherwise. I have been successful with similar facts in diverting juveniles from that severe type of treatment.
