Adoption Proceedings Interrupted

My husband's ex-wife in NY started adoption papers for her new husband to adopt their daughter. My husband signed a consent to adoption form. This was in November. We are now end of April, and she hasn't filed anything else. We are still paying child support. My husband hasn't had ANY contact with his daughter in well over a year. How can we get a court to look at the case and either force her to follow up with the adoption papers, or cancel the paperwork altogether? Can we file for termination of parental rights based on no-relation between father & daughter? What can we do?! Thanks!

You can't force the ex's husband to go forward with the adoption. And, your husband can't unilaterally terminate his obligation to his child. In case there are other facts that might impact the situation, you should consult with a local attorney.
