Failure to Provide Air Conditioning in Summer

From July-Sept of 2002 (3 months), I only had working A/C for 3 weeks. I made calls to maintenance to repair it and it would take 1-2 weeks for anyone to come. They finally fixed it, it worked for 3 weeks and stopped. I made calls-no response. Wrote 3 letters asking for maintenance-no response. I said I would withhold rent each day. No response. On the deadline of Sept 30th, no A/C. I faxed a letter that they would not be getting Oct's rent. No response. Oct. 3rd, I faxed a letter asking someone to call me that day and that they'd not be getting Oct's rent since they missed deadline. I received a call-not once was my rent mentioned. They said my A/C wasn't fixed because they had no key to my apt. (No one ever asked for one). They fixed it that day. Then I received a late notice. Spoke w/Prop.Mgr & explained situation. She said she'd see what she could do & would call me, but that I was supposed to ask a lawyer to put rent in escrow. Haven't heard from her. Today got late notice as well as Warrant of Debt. What do I do?
