Dogs Without Agreement

We live in my apt. building on a month to month basis. When I asked to get a dog, the manager said no. She is now telling the neighbors they must get rid of their dog as well, since they purchased it after moving in. Can she really enforce these rules even though we have no written agreements?

I do not think you could be evicted for having a dog. But, since it's month to month you could be evicted any month after being given a 30 day notice.
