i was issued a 1 year als termination but was given driving privelages and i got my 30 day paper do i need to pay my reinstatement fee before i can drive to and from work?

No. The reinstatement fee applies at the end of the ALS suspension. Assuming your case is not over yet, there may be different fees, or none at all, upon termination of the underlying charge. Your license is currently suspended and the court is permitted to grant you limited driving privileges. This is separate from what will be necessary in the future to regain full driving privileges (and different from other administrative suspensions such as FRA suspensions which require paying a reinstatement fee prior to a court granting privileges).
