W-4 Tax Info held Hostage from Previous Employer

When I left my employer last year in October, I still owed some money on an advance made to me. Now is January and because not all paid back, previous employer is withholding my W-4 Tax information and I need it to do last years' taxes. Question: is it lawful for an employer to hold tax info hostage?

No, report them to the IRS and have your accountant estimate using your last pay stub.
