Legal Question in Credit and Debt Law in Colorado

Stop Payment was put on a check I received as down payment for my Jeep.

He said the Jeep wouldn't pass emissions, I told him to bring it back, he didn't. He said he paid $450+ in repairs and had another $200 to go before his mechanic said it would pass, so he put a stop payment on the $900 down payment. Am I responsible to pay his repair bill? My mechanic said he would look at it and get it to pass emissions for $300 or less. The Jeep passed emissions last year, how do I know he didn't do something to it after it left my house? The Stop Payment caused (so far) $865 in charges against my checking account. In addition, I wrote a check to another mechanic for work on another vehicle based on that money being in my bank. My check to him bounced, which caused him to bounce about 8-10 checks, and now he wants to recoup that money from me, also. How do I get my $900 owed me back, plus make him accountable for the financial crisis he has put me in.

Take him to small claims court.
