Legal Question in Employment Law in Florida

Pension Portability

I am a technician working for a RBOC ( regional Bell company) in Florida. A labor local( IBEW ) In Tampa is the sole bargaining agent for employees in Florida. I am covered under the Divestiture Interchange Agreement, of 1985

providing Mandatory Pension Portability for Bell workers affected by the AT&T Consent Decree. When I requested bridging for 15 years prior Bell service, the company refused saying it was a ''union issue''. Can a local union

overide laws ( 98-369- 98 th congress )designed to protect my pension rights?
